The Homeland Security Contact Information for Critical Infrastructure is stored in the Water Quality Emergency Preparedness System (WQ EPS).
Hurricane season officially begins on June 1, 2024 and ends on November 30, 2024. To ensure TCEQ is prepared for the season, the TCEQ Water Quality Division (WQD) is asking for your assistance in updating records for each permitted domestic wastewater treatment facility (WWTF) and each permitted industrial wastewater discharge in Texas.
PLEASE NOTE: Effective February 1, 2023, all updates are required to be submitted using the online STEERS e-permitting system using the Water Quality Emergency Preparedness System (WQ EPS) module.
It is vital that you submit information concerning your wastewater permit(s) and emergency contact(s) annually so that the WQD has the updated information to prepare for the hurricane season and other disaster events that can require emergency response. Please be sure that you update the current information for staff that are designated as your annual email contacts for receiving WQ EPS annual email notices.
If you currently have an active wastewater permit with the TCEQ, please complete and submit the updates within 30 days of receipt of your official notice to update.
Submit your annual updates:
- Online STEERS system: WQD will be sending out electronic notices with security codes to use for the creation of a WQ EPS application. You can view the YouTube video or Word/PDF instructions in Word| instructions in PDF on how to create a STEERS account, and you can fill out a WQ EPS application at https://www3.tceq.texas.gov/steers/.

Tips for Filling out the WQ EPS application:
- If you have already submitted Homeland Security Contact and WWTF information in the years prior, you are only required to log in to STEERS, create the application, review and change incorrect information as part of the annual WQ EPS updates.
- Provide cellphone numbers and email addresses for the best contacts during emergencies,potential hurricanes and flooding events.
- Front gate latitude and longitude coordinates: Carry out the coordinates to six decimal places (i.e. 24.698524; -96.435620). Capture the coordinates at the WWTP front gate or entrance.
- Please feel free to log in to STEERS to update your application throughout the year if information or contacts change.You will need your permit number and security code as provided in the most recent annual update notification.
