NetDMR: Electronic Reporting Requirement
The requirement to report DMRs and other NPDES related reports electronically comes from the EPA's NPDES Electronic Reporting Rule.
The EPA’s National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule requires NPDES regulated entities to electronically submit specific permit and compliance monitoring information instead of filing paper reports.
The rule requires all NPDES regulated entities–that are required to submit discharge monitoring reports (DMRs)–to do so electronically using NetDMR.

What should I do if I can’t submit DMRs electronically?
If you don’t have a computer or internet access, if you need training, or have a religious objection to electronic reporting, you may request a waiver from the electronic reporting requirement.
Submit a Request for Electronic Reporting Waiver form (TCEQ-20754) and we will mail paper forms to you if your waiver is approved.
