2023-115-334-CE Amendment of the Underground Storage Tank (UST) Rule to Remove Required Inventory Control Procedures at all Retail Service Stations
The rulemaking would amend 30 TAC §334.48(c) to remove the requirement for all retail service stations to conduct inventory control procedures. Inventory control may still be performed as part of a combined method under 30 TAC §334.50(d)(4) and (d)(9) (i.e. combination of inventory control plus automatic tank gauging or a combination of inventory control plus statistical inventory reconciliation).

This rulemaking proposes to amend 30 TAC Chapters 290 and 291 for consistency with the legislative updates to TWC, §13.1394 and §13.1395; to add weather resiliency requirements; and to clarify and streamline existing state rules.

2022-026-114-AI Chapter 114 Bexar County I/M Expansion, Low-RVP Clean-Up, and Definitions Clean-Up
The rule project would expand the state's vehicle inspection and maintenance (I/M) program to cover Bexar County to meet federal Clean Air Act requirements for moderate ozone nonattainment areas. The rulemaking would be developed, proposed, and adopted in conjunction with the Bexar County I/M SIP Revision (2022-027-SIP-NR). This rule project would also remove Ellis, Johnson, Kaufman, Parker, Rockwall, and Wise Counties from the applicability under the state low RVP rules because they will be subject to federal reformulated gasoline rules.
