Sewage Sludge: Permits for Land Application, Processing, or Disposal

You must obtain a permit from the TCEQ before you do any of the following with sewage sludge:

• process it

• apply it to land for beneficial use

• dispose of it in any other way, including incineration.

You must file summary reports regularly with the TCEQ if you engage in any of these activities. To transfer a permit, you must submit an application to the TCEQ and obtain approval.

To Obtain a Permit to Process, Dispose, or Incinerate Sewage Sludge

Complete TCEQ Form 00744, Application for Permit to Process, Surface Dispose, or Incinerate Sewage Sludge. (Follow the instructions.)

• If you have not done so already, complete form TCEQ-10400 (PDF), the Core Data Form (PDF) (Instructions) (More information can be found on the TCEQ Central Registry Core Data Form - Instructions and Guidance web page.)

• Submit the completed Core Data Form and your Notification to the address shown in the instructions for form TCEQ-00744.

  • Second Notice — Notice of Application and Preliminary Decision

To Obtain a Permit to Apply Class B Sewage Sludge to Land

• Complete TCEQ Form 10451 Class B Beneficial Land Use Sewage Sludge Application.

• If you have not done so already, complete TCEQ Form 10400 (HTML), the Core Data Form.

Summary Reports

Print out and complete Quarterly Sludge Summary Report Form(Class B) and Annual Sludge Summary Report Form(Class B).
