UST Contractor and On-Site Supervisor Licensing Overview

State Regulations:

Any entity who engages in the business of underground storage tank installation, repair, or removal in Texas must be registered with the TCEQ. Individuals who supervise the installation, repair, or removal of an underground storage tank must be licensed by the TCEQ.

  • UST Contractors are authorized to install, repair, or remove underground storage tank systems.
  • On-site Supervisor -- License A is authorized to install and repair underground storage tank systems.
  • On-site Supervisor -- License B is authorized to remove underground storage tank systems.
  • On-site Supervisor -- License A+B is authorized to install, repair, or remove underground storage tanks systems.

UST Contractor Registration Requirements

Education and Work Experience

  • Education: no minimum educational requirements
  • Work Experience: one year of quality underground storage tank construction, public underground utility work, or engineered construction from at least three clients.

Training Course

  • None

Application

  • A UST Registration Application Form and fee ($232) must be submitted to the TCEQ. The UST Registration Application Form must include sworn statements from at least three persons, not related by blood or marriage, who have engaged the applicant within the previous 12 months to perform: UST installations, repairs, or removals; underground utility construction; or engineering construction. These statements shall attest to the applicant's business integrity and quality of performance. Such statements shall also include a description of the type of construction performed by the applicant.
  • Submit a TCEQ Core Data Form.
  • An examination is not required for a UST Contractor Registration.

Additional Requirements

Note: As of 2009, TCEQ no longer issues registrations using DBA’s or Assumed names. The registration must be issued using the company’s legal name as shown on the Texas Secretary of State website.

  • Provide proof of commercial liability insurance designating the commission as the certificate holder in an amount of not less than one million dollars ($1,000,000) and of a type approved by the executive director; and a financial statement (balance sheet), documenting an applicant's current net worth of not less than $25,000; or a letter from a certified public accountant who is not employed by the applicant or does not receive payment from the applicant on a regular basis verifying that the applicant's current net worth is not less than $25,000.

New registration required if:

  • your federal Tax Identification number changes;
  • your state filing number changes;
  • your business name changes;
  • your business type (sole proprietor, partnership, corporation, organization, etc.) changes;
  • your company is bought or sold and has a new name, filing and/or Tax ID number

UST On-Site Supervisor A, B, and A & B License Requirements

Education and Work Experience

  • Education: no minimum educational requirements
  • Work Experience: two years of active experience in installation, repair, or removal of underground storage tanks, underground utilities, or other engineering construction.

Training Course

Approved training

  • UST On-Site A: must complete Course Code 0987 UST On-Site A Initial Training - 28 hours of training and education in the installation and repair of Underground Storage Tanks (USTs)
  • UST On-Site B: must complete Course Code 0988 UST On-Site B Initial Training - 12 hours of training and education in the installation and repair of Underground Storage Tanks (USTs)
  • UST On-Site A & B: must complete Course Code 0989 UST On-Site A & B Initial Training - 40 hours of training and education in the installation and repair of Underground Storage Tanks (USTs)

Application and Examination

Submit an application and fee ($111) to the TCEQ. Once your application is approved, sign up for an exam at your local computer-based testing center.

The application must include sworn statements from at least four persons (three from clients not related by blood or marriage and one from a current or previous employer, or employer's representative) who have engaged the applicant or the applicant's employer within the previous 24 months to perform: UST installations, repairs, or removals; underground utility construction; or engineering construction. These statements shall attest to the applicant's character, knowledge of construction, and ability to supervise the construction activity. Such statements shall also include a description of the type of construction performed by the applicant.

Additional Requirements

  • Must be at least 18 years of age or older.

Upgrading a UST License

Individuals with a Class A or Class B may upgrade to a Class A/B combination by submitting a new application with the required fee, completing the required initial training, and passing the examination.

UST License and Registration Exemptions

A license is not required for:

  • an on-site supervisor who installs, repairs, or removes underground storage tank systems when such systems are completely exempt from regulation under §334.3(a) or §334.4(a) ; or
  • an individual who assists with the installation, repair, or removal of UST systems and is under the direct, on-site supervision of a licensed on-site supervisor.

A registration is not required for:

  • for a person that installs, repairs, or removes UST systems that are completely exempt from regulation under §334.3(a) or §334.4(a) .

Continuing Education and Renewal Requirements

Continuing Education Requirements

UST On-Site licenses require 8 hours of Continuing Education (CE) to be eligible for renewal. CE hours are given for successful completion of TCEQ approved training courses.

CE hours must be acquired prior to the expiration of the license and may be obtained any time during the validity of the license. Search the License Information webpage to view current CE hours earned.

UST Contractor Registrations do not require continuing education.

Renewal Requirements

Occupational licenses are valid for three years then must be renewed with the TCEQ. Renewal applicants must have completed the required CE requirements, submit a renewal application and criminal history attestation, and pay the renewal fee. Detailed information can be found on the renewal webpage.

UST Contractor Registrations require proof of a net worth of $25,000 and $1,000,000 general liability insurance.
