Leaking Petroleum Storage Tank Licensing and Registration Overview

State Regulations:

Any entity who performs or coordinates regulated LPST corrective action services in the State of Texas must be registered with the TCEQ as an LPST Corrective Action Specialist. Additionally, any individual who supervises any corrective action required on an LPST site in the State of Texas must be licensed with the TCEQ as an LPST Corrective Action Project Manager. Corrective action services include measures to determine and report the extent of a release in progress, to halt and prevent future releases of regulated substances, site cleanup of surface and subsurface contamination, site closure, and post-remediation monitoring or any other action reasonably necessary to protect public health and environmental safety.

LPST Corrective Action Specialist Registration Requirements

Education and Work Experience

  • Education: no minimum education requirements
  • Work Experience: two years of experience and submit either:
    • completed TCEQ form which is a sworn statements from at least three persons, not related by blood or marriage, for whom the applicant performed corrective action services, within the previous 24 months which attests to the applicant's job reliability and the client's satisfaction or
    • a written explanation of why the applicant did not provide the sworn statement which shall include a detailed description of three case histories of corrective action services performed by the individual during the previous 24 months.

Additional Requirement

Note: As of 2009, TCEQ no longer issues registrations using DBA's or Assumed names. The registration must be issued using the company's legal name as shown on the Texas Secretary of State website.

Registered LPST Corrective Action Specialist are required to submit a financial statement indicating a minimum net worth of $25,000 and a certificate of insurance of $1,000,000 minimum general liability coverage.

A New Registration is required if:

  • your federal Tax Identification number changes.
  • your state filing number changes.
  • your business name changes.
  • your business type (sole proprietor, partnership, corporation, organization, etc.) changes.
  • your company is bought or sold and has a new name, filing and/or Tax ID number.

LPST Corrective Action Project Manager License Requirements

Education and Work Experience

Bachelor's Degree:

  • Education: bachelor's degree (degree must be in the physical, natural, biological, or environmental sciences, engineering, applied geography, or a subject directly relevant to the environmental field, as approved by the executive director).
  • Work Experience: two years of experience in corrective action services.

High School diploma or General Equivalence Diploma (GED):

  • Education: High School diploma or GED
  • Work Experience: four years of experience in corrective action services.

Training Course

  • None

Application and Examination

Submit an application, upload the completed LPST Reference  Forms, and pay the fee ($111) to the TCEQ. Once your application is approved, register to take a computer-based test (CBT).

LPST Licensing Exemptions

  • Professional Engineer: An individual licensed to practice engineering by the Texas Board of Professional Engineers (TBPE), may become licensed as a corrective action project manager and is exempt from the requirements by submitting:
  1. an application form provided by the executive director.
  2. a signed written request.
  3. a copy of the license as a professional engineer.
  4. a written statement from the TBPE that the applicant is currently licensed to practice engineering in the State of Texas and that the TBPE is not aware of any reason that the applicant is not qualified to perform corrective action; and
  5. a criminal history attestation form.
  • Professional Geoscientist: A professional geoscientist licensed to engage in the public practice of geoscience in the State of Texas may become licensed as a corrective action project manager and is exempt from the requirements by submitting:
  1. an application form provided by the executive director.
  2. a signed written request.
  3. a copy of the license as a professional geoscientist.
  4. a written statement from the Texas Board of Professional Geoscientists (TBPG) that the applicant is currently licensed to engage in the public practice of geoscience in the State of Texas and that the TBPG is not aware of any reason that the applicant is not qualified to perform corrective action; and
  5. a criminal history attestation form.

Continuing Education and Renewal Requirements

Continuing Education Requirements

LPST Corrective Action Specialist Project Manager Licenses require 32 hours of Continuing Education (CE) to be eligible for renewal. CE hours are given for successful completion of TCEQ approved training courses. CE hours must be acquired prior to the expiration of the license and may be obtained any time during the validity of the license.

The LPST Corrective Action Specialist Registration does not require CE to renew.

Renewal Requirements

The LPST licenses and registrations are valid for three years then must be renewed with the TCEQ. *  Renewal applicants must complete the required CEs (as applicable), submit a renewal application and criminal history attestation form, and pay the renewal fee. Detailed information can be found on the renewal webpage.

*Note: LPST Corrective Action Specialist Project Manager License holders do not need to renew their license if the license was obtained based on having a current professional engineer or professional geoscientist license. These TCEQ licenses remain valid as long as the engineer or geoscience license is valid.
