Step One: Drafting Your CCR:

Not a Community Water System? Stop here, a CCR is not required.

Important Note: The document you create using the CCR Generator is not a complete report. You are responsible for ensuring the CCR you distribute to customers is correct and consistent with the compliance data submitted to the TCEQ. The CCR is due to your customers and TCEQ by July 1 of every year.

  1. Go to the TCEQ CCR Generator.
  2. In the 'Enter or Select Water System' box, type in your 7-digit Public Water System ID OR find your PWS Name in the drop-down menu.
  3. In the 'Select CCR Year' box, select the appropriate year. If you do not see the latest year listed, the CCR generator may still be undergoing annual maintenance. The generator will become available with the previous calendar year data around March of the following year.
  4. In the 'Select Report Format' box, select from PDF, RTF, or DOC (Microsoft Word). We suggest using DOC because most people have Microsoft Word on the computer.
  5. Select 'Generate Report' to download your draft CCR. You may need to enable pop-ups. This will give you an editable document which includes some (not all) of the required data. There will be additional data required (see Step Two: Checklist of required data).
  6. Select Save As to save the report to your computer or Open the document then Save As. The document may be "Read Only" so you will have to Save As before making any edits.

Step Two: Required Information to add to generated CCR:

  1. Contact Info - Water System Official's Name, and phone number at a minimum.
  2. Water Source Information - Reservoir/Aquifer/Lake, and the City/County the source is located.
  3. Spanish Statement - Add a phone number. The listed number can be a number to get translation services or another PWS with a Spanish speaker.
  4. Additional Required Health Language - The generator will not include the health language that is required when secondary MCL exceedances are met for Arsenic and Nitrate. For more information and language to use, please see 30 TAC §290.273
  5. Wholesale Provider Table - If you purchase water from another system and are on a "limited" sample schedule (such as only monitoring for Lead/Copper, Nitrate, DBPs) you are required to include water quality data from your wholesale provider in your CCR. You may copy/paste your provider's water quality data tables into your report.
  6. Disinfectant Residual Table - The generator will not include the system specific information for this table.
    • Disinfectant Residual - Enter the name of the disinfectant used at your system (i.e. Chlorine, Chloramines)
    • Average Level - Enter the average measured disinfectant residual for the year. This may be done by averaging DLQOR or SWMOR results, or other methods.
    • Range of Detected Levels - Enter the lowest and highest measure results from the Average Level calculation.
    • Unit of Measure - Enter the unit of measure, such as milligrams per liter or mg/L.
  7. Revised Total Coliform Rule - The generator will not include health language that is required when a PWS has completed a Level 1 and/or 2 Assessment requirement. For more information and language to use, please see 30 TAC §290.272(g)(9) .
  8. Violations - This will automatically generate however, all the valid violations for the CCR year can be verified through Drinking Water Watch. The generator will not include mandatory language necessary to comply with Public Notice Requirements.
  9. NEW UCMR5 - PWSs are required to report UCMR results in the CCR when unregulated contaminants are found (i.e., measured at or above minimum reporting levels [MRLs]), and must report the average and range of the monitoring results for the report year. Additionally, PWSs are required to notify customers through Tier 3 Public Notification (PN) about the availability of all UCMR results no later than 12 months after they are known by the PWS. If timing and delivery requirements are met, systems may include their PN within the CCR, also known as annual drinking water quality report. Step Three: Distribute your CCR:

  1. Distribution is required to your customers by July 1st in accordance with 30 TAC §290.274(a).
  2. All systems must make their CCR available to customers upon request.
  3. Delivery methods are determined by the population served and not the number of connections.
  4. Verify your population on Drinking Water Watch by searching for your system name or PWS ID. For more information about population determination, please contact your TCEQ Regional Office.
  5. TCEQ allows electronic delivery of CCRs to customers per EPA guidance .

For PWS serving a population of 500 people or less:

  • You may provide notice to your customers by mail, door-to-door delivery, or by posting in an appropriate location that the report is available upon request.
  • Make a good faith effort to reach consumers who do not receive water bills, such as apartment complexes, businesses, community centers, schools, etc.
  • You may also provide the CCR in accordance with methods identified in the following section.

For PWS serving a population of over 500 people:

  • Directly deliver a copy of the CCR to each bill paying customer. If the CCR is posted online as a direct delivery method, the direct URL link to the CCR must be given to your customers through either a notice, water bill, picture, etc. If a QR code is used, the URL link will need to be provided below for customers who are not able to access a camera phone.
  • Make a good faith effort to reach consumers who do not receive water bills, such as apartment complexes, businesses, community centers, schools, etc.

For PWS serving a population of over 100,000 people:

  • In addition to the requirements above, you must post the current years' CCR to a publicly accessible site on the internet.

Step Four: Completing your certificate of delivery:

A Certificate of Delivery is required with a copy of the CCR to be considered a complete submission to TCEQ. The Certificates of Delivery are based upon population size. Complete the form that is applicable to your PWS's individual population.

Requirements for Providers and Wholesalers

If you provide water to another water system, by April 1 deliver to that system the information required by 30 TAC §290.272

  • Check Texas Drinking Water Watch for the list of systems you are connected to. If anything needs to be changed contact the PWS Inventory Team at PWSINVEN@tceq.texas.gov
  • You do not need to provide any results that are collected in your distribution. This includes bacteriological, lead and copper, disinfectant residual, disinfection by-products (trihalomethanes and haloacetic acids). You also do not need to provide nitrate or nitrite data as every system is required to collect these samples. Each purchasing system must provide its own data for these parameters.
  • Deliver the data to the receiving system(s) by April 1 of every year.
  • Certify to TCEQ that the required information has been delivered:

Only one copy of the COD is required to be submitted to TCEQ, even if your PWS provides water to multiple public water systems. The 'Date of Delivery to Receivers' is required to be included if your system did provide water and the required data to the receiving system(s).
