The TCEQ conducted an informal stakeholder meeting on May 23, 2017 in Austin, to solicit input on the adoption of the U.S. Environmental Protection Agency's (EPA) 2015 Underground Storage Tank (UST) Regulations. State rules for petroleum storage tanks set technical standards that regulated PSTs must meet, Title 30 TAC Chapter 334.
Air
Stage I Vapor Recovery
An update is available on the changes to the Stage I vapor recovery rules for owners and operators of gas dispensing facilities in Texas.
Stage II Vapor Recovery
- Decommissioning of Stage II Rule – Gasoline dispensing facilities (GDFs) may begin the process of removing Stage II equipment on May 16, 2014 providing that all other requirements for decommissioning have been met, including appropriate notification.
- Owners and operators of GDFs must submit the Decommissioning Notification Form
to the local TCEQ Regional Office 30-calendar days before any physical decommissioning activities begin. - Owners and operators of GDFs that elect to continue with their Stage II equipment can do so, but must continue to test, repair, replace, and maintain the Stage II equipment in accordance with current Stage II requirements.
- All decommissioning must be completed by August 31, 2018.

– This EPA booklet will help you learn how to use inventory control to illustrate compliance with regulatory requirements. Please note that the booklet states you will need to maintain records for one year; however, according to 30 Texas Administrative Code, Chapter 334, owners and operators are required to keep inventory control records for at least five years. - Non-Blended Inventory Control Worksheet
