Old Business

  1. Consideration of issues related to the Title V Operating Permits Program. Cissy Boyle (Air), Susan Owen (Legal), and Jeff Saitas (Air) presented the issue. Based on the update provided by staff, the Commissioners decided that one of them may attend a meeting between TNRCC staff and EPA Region VI staff in Dallas on 02/29/96 and 03/01/96 to discuss/negotiate Texas' alternatives. This issue will be continued to the 03/06/96 Regular Wednesday Agenda Meeting as Old Business.

  2. Consideration of issues related to the Agency's Strategic Plan, Operating Budget, and Performance Partnership Grants. The Commissioners did not discuss this issue. It may be brought back for consideration in April.

New Business

  1. Consideration of staff briefing on Commissioners' priorities on rule and policy development. The Commissioners chose to take this item up in conjunction with item #4.

  2. Consideration of issues related to the further development of the Texas Risk Reduction Rules. Ron Pedde (Waste), Clark Talkington (OPRD), Ramon Dasch (Legal), Charles Epperson (Waste), and Scott Crouch (Waste) presented the issue. The Commissioners requested that staff proceed with developing rules as quickly as possible.

  3. Consideration of issues related to the Reporting of Underground Injection Information in the Toxic Release Inventory. Kathey Ferland (Pollution Prevention), Ben Knape (Waste), David Jones (Pollution Prevention), and Becky Kurka (Pollution Prevention) presented the issue. The Commissioners directed staff to proceed with Option 2 presented in the executive summary. Such a position advocates that EPA create a new reporting category on Form R so that disposal of TRI chemicals in Class I injection wells is reported as a type of waste management activity and no longer reported in the category "releases of the toxic chemical to the environment."

  4. Planning for next work session. The next Commissioners' Work Session is scheduled for March 21st at 1:30 p.m. in room E-201S.
