Controlling VOC Emissions from Degassing Storage Tanks, Transport Vessels, and Marine Vessels

Rules in Title 30, Texas Administrative Code, Chapter 115 for controlling emissions of volatile organic compounds from the degassing of storage tanks, transport vessels, and marine vessels. These rules are part of the State Implementation Plan strategy to meet the National Ambient Air Quality Standards for ozone.

Rule Description

  • Control requirements reduce VOC emissions from the degassing of storage tanks, transport vessels, and marine vessels.
  • Apply to degassing during, or in preparation of, the cleaning of any storage tank, transport vessel, or marine vessel containing any VOC with a true vapor pressure greater than 0.5 pounds per square inch absolute under actual storage conditions.
  • These rules are a contingency measure in the El Paso area, so compliance is not currently required.
